1838 - The Durham Report is issued which recommends that Upper and Lower Canada be united.
In 1838, the Durham Report was issued by Lord Durham, a British politician, which proposed the unification of Upper and Lower Canada into one colony.
The report also recommended that the executive and legislative councils of the merged colony be responsible to the governor, who in turn would be responsible to the British government.
The Durham Report also suggested that the French-Canadian population in Lower Canada be assimilated into British culture.
Additionally, it proposed that the elected Legislative Assembly of the merged colony should be responsible to the people, not the governor.
The report also recommended that English should be the only official language in the new colony.
The Durham Report further suggested that the new colony should have a central government with a single legislature, while provincial governments should have local legislatures.
The report also suggested that the governor should have the power to appoint members of the Legislative Assembly, as well as the cabinet.
