Hammurabi claims to have been granted his rule by the gods "to prevent the strong from oppressing the weak"

The laws are casuistic, expressed as "if ... then" conditional sentences

For example, If a man has caused a man of rank to lose an eye, one of his own eyes must be struck out.

It is a principle developed in early Babylonian law and is also present in the Bible as "an eye for an eye"
